I found this on the internet, kind of interesting.

It’s an experiment for hams to say HI (by transmitting CW at 1/25 WPM in the 10 meter band) to a NASA spacecraft named Juno as it flies past Earth on October 9, 2013 to receive a gravity assist from our planet, putting it on course for Jupiter.

The Juno spacecraft has a detector on-board that can detect energy at frequencies below 40 Mhz.  Too bad HAARP was shut down.
